काठमाडौँ । गैरआवासीय नेपाली संघ (एनआरएनए) का अध्यक्ष डा. बद्री केसीको नेतृत्वमा गएको प्रतिनिधिमण्डलले प्रतिनिधि सभा अन्तर्गतको राज्य व्यवस्था तथा सुशासन समितिका सभापति माननीय रामहरि खतिवडासँग भेटवार्ता गरेको छ।
भेटका क्रममा अध्यक्ष डा. केसीले गैरआवासीय नेपाली नागरिकताको पूर्ण कार्यान्वयन नहुँदा उपलब्धिमा खुशी हुने अवस्था नरहेको बताए। उनले पटकपटक ध्यानाकर्षण गराउँदा र नेपाल कानून सुधार आयोगबाट मस्यौदा पेश भइसके पनि बेवास्ता गरिएको भन्दै असन्तुष्टि जनाए। हालै गैरआवासीय नेपाली नागरिकतालाई १० वर्ष भिसा शुल्क छुट दिने अध्यादेश मात्र जारी गरिएकोप्रति आपत्ति जनाउँदै उनले भने, “संविधानले दिएको अधिकार संकुचित पारिँदा विदेशमा रहेका ८० लाख नेपाली हतोत्साही भएका छन्।”
डा. केसीले राज्य व्यवस्था तथा सुशासन समितिमार्फत अब बस्ने संसद बैठकमा उक्त अध्यादेश प्रतिस्थापन गरी नागरिकताको पूर्ण कार्यान्वयन सुनिश्चित हुने प्रस्ताव अघि बढाउन आग्रह गरे।
सभापति खतिवडाले गैरआवासीय नेपालीहरूको योगदान प्रशंसायोग्य रहेको उल्लेख गर्दै अधिकार सुनिश्चित गर्न आफ्नो तर्फबाट सदैव पहल गर्ने प्रतिबद्धता जनाए। उनले भने, “गैरआवासीय नेपालीहरूले मातृभूमिप्रति देखाएको समर्पण सराहनीय छ, र समितिको तर्फबाट सामाजिक, आर्थिक तथा सांस्कृतिक अधिकार कानुनी रूपमा सुनिश्चित गर्न आवश्यक पहल गर्नेछौँ।”
भेटमा अध्यक्ष डा. बद्री केसीसँगै उपाध्यक्ष राज रेग्मी, रोजिना प्रधान राई, रोशन थापा, महिला सचिव राधिका (टीका) गुरुङ, र संघका प्रमुख कार्यकारी अधिकृत (सीईओ) राजेन्द्र कुमार राउतको उपस्थिति थियो।
NRNA Delegation Holds Meeting with Chairperson of the State Affairs and Good Governance Committee
Kathmandu – A delegation led by Dr. Badri KC, President of the Non-Resident Nepali Association (NRNA), met with Hon. Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee under the House of Representatives.
During the meeting, President Dr. KC expressed concern over the incomplete implementation of Non-Resident Nepali citizenship, stating that there is little to celebrate despite previous achievements. He expressed dissatisfaction that, despite repeated appeals and the submission of a draft by the Nepal Law Reform Commission, the issue has been ignored. He further objected to the recent ordinance that only exempts Non-Resident Nepalis from visa fees for ten years, saying, “When constitutional rights are restricted, it discourages the eight million Nepalis living abroad.”
Dr. KC urged the Committee to introduce a proposal in the upcoming parliamentary session to replace the ordinance and fully implement the Non-Resident Nepali citizenship provision.
In response, Chairperson Khatiwada acknowledged the vital contribution of Non-Resident Nepalis to Nepal’s development and pledged to support the protection of their rights. He stated, “The dedication shown by Non-Resident Nepalis toward their motherland is commendable, and we will take necessary initiatives to legally guarantee their social, economic, and cultural rights.”
Present at the meeting were Vice Presidents Raj Regmi, Rozina Pradhan Rai, Roshan Thapa, Women’s Secretary Radhika (Tika) Gurung, and NRNA Chief Executive Officer (CEO) Rajendra Kumar Raut, along with President Dr. KC.
